Principles of Community Engagement

Thurrock is committed to providing services that people need and to do this we need to consult and involve local people in the various stages of planning and design of services.

A 'Principles of Community Engagement' document has been developed by the Community Involvement Board on behalf of Shaping Thurrock. It is split in to three sections, with each section representing a stage in the process of engagement. The stages of planning community engagement in the context of this document are as follows:

Community Engagement Toolkit

The purpose of this toolkit is to help public organisations in Thurrock consult and involve local people in planning and delivering public services. The toolkit gives practical information to enable you to carry out effective consultation.

The toolkit contains simple tools that will enable you to inform, consult and involve local residents more effectively in the service you provide. It is not prescriptive, insofar as to say, it does not insist on when or where you should use the tools. It will help you to put customers at the heart of everything we do.

The toolkit is divided into seven stages that are broadly based on 'how to plan' consultations developed by Dialogue by Design:

Involving the public - Draft Consultation Policy and Protocol

A new consultation strategy is being developed. This document explains how consultation can be made more effective and gives practical examples on how to effectively inform policy making and service delivery by harnessing the experience and ideas of all Thurrock's communities. The document is currently being drafted.

The new strategy will replace our existing Involvement And Consultation Strategy.

Citizens' Panel

Thurrock is committed to putting people first and the Citizens' Panel is an opportunity for local residents to have their say about local issues. This is a consultative panel of approximately 1,100 local residents, which were recruited in 2006. In the past, the panel were consulted about a wide range of issues such as their views on council services, quality of life and the council's budget.

As a member of the Citizens' Panel you will be able to participate in a range of consultation activities, which may include telephone surveys, responding to questionnaires, workshops and focus group discussions.

How to Join

Involvement with Budgetary Process

Thurrock Council commissioned mruk research to design and implement an innovative approach to consultation on the Council's budget for 2006/2007. In response to this mruk developed an 'action centred participatory research and consultation process' conducted with a group of residents recruited from the Council's Citizens' Panel. The process was designed as an intensive method of raising levels of understanding and awareness of the Council's financial system and, to complement the quantitative survey method also being undertaken.

A group of 20 residents were randomly recruited from the Citizens' Panel and representative of different areas across Thurrock. The process took place through 3 separate half day sessions (numbers attending gradually decreased) structured to take participants through learning; involvement; examination; review and consultation on Council finance and budgeting procedure. The sessions were independently facilitated by mruk but included contributions and question / answer sub-sessions with Council Officials and an elected member.
