Additional licensing for HMOs

From 1 June 2019 to 31 May 2024, some areas of Thurrock had additional licensing rules for a house in multiple occupation (HMO).

In those areas an HMO licence was needed for properties that:

  • were occupied by 3 or 4 people
  • had 2 or more households

Consultation to extend this scheme

The scheme that operated from 1 June 2019 to 31 May 2024 has ended.

We are now considering extending the scheme to run for a further 5 years and cover the whole of the borough.

We will publish our full proposal and invite comments as part of a public consultation later in 2024.

If your HMO was licensed under this scheme

If your HMO was licensed under the additional licensing rules that were in place between 1 June 2019 and 31 May 2024, you must still comply with the terms and conditions of the licence until it has expired or is revoked
